Pay attention to the words will and would in that report:

“Iraq will punish those who caused the displacement of Christians from their homes, and hold accountable those who stood behind the armed groups which carried out these crimes," Maliki was quoted as saying in a statement.

"Their (the Christians) departure from Iraq would be an insult to the Iraqi people," he said.

Was the PM not aware of the Christians’ departure since 2003? Or does he think that those victims are satisfied with his promises?

The Assyrian Christians in Iraq want to see actions; not promises. They want to see protection; not good wishes. That is not very hard to understand, is it?
